		<description>Why make laws?  You can&#039;t seem to stop people from talking on cell phones while driving, so what makes you think you can stop them from texting?  Have the cell phone manufacturers disable the texting feature when the GPS feature in the new cell phones registers movement above 10 mph.  In a couple of years the problem disappears.</description>
