		<description>If the NTSB recommendation inspired these bills, why are they still only proposing to ban hand-held phones?  The &quot;hypocrisy&quot; as outline by Chairwoman Hersman,  obviously continues to flourish in New Jersey and elsewhere.</description>

		<description>I favor tougher penalties for using cellphones or blackberries while driving. I favor $1000 for the first offense, $5000 for the second, and $10,000 and confiscation of the vehicle for all subsequent violations.</description>
