The stupid elected officials are catering to voters like you. They're afraid you might vote them out of office if they do something YOU don't like. If you had any smarts you would know that this "low level" problem is akin to drinking and driving. Talking on a phone carries the same threat as DWI. But, you see, they didn't ban "talking" on a phone, just holding the phone, which is absurd. But, i guess since we don't want a nanny state we shouldn't have any laws infringing our liberty. Coburn, you are out of your mind.. No state or Fed government should have the authority to (confiscation of the vehicle for all subsequent violations) because of a low level law like this..
