Apparently this person cannot read. There are no cell phone bans, nor texting bans (unless you are an inexperienced driver, see above...). And stupid people are the cause of accidents, not just cell phones. If someone is unaware of the road they cause a problem. This isn't just caused by cell phones, but also by conversations in the car, loud music, changing the radio, kids laughing and screaming, etc. The comment above makes no sense.
